Creates a new XMLWriter using uri for the output.

面向對象風(fēng)格: 成功時(shí)返回 true，或者在失敗時(shí)返回 false。

過(guò)程化風(fēng)格: Returns a new XMLWriter instance for later use with the xmlwriter functions on success, 或者在失敗時(shí)返回 false.
